What counts as missing equipment in a quotation?
A scope gap exists when a function required for your agreed purchase has no confirmed providing party or adequate quoted provision. An item absent from one supplier's price is not automatically missing: it may already exist, be supplied by the buyer, belong to a separate contractor or be unnecessary for the selected route.
Start with the required product, bottle route and finished pack. Buying ready-made bottles does not automatically require a new blow molder. A packing-machine replacement does not automatically require a new filler. Ask which omitted functions are actually needed before adding equipment or interpreting a low total as evidence of a poor supplier.
Check the gaps at the equipment boundaries
| Area | Possible unanswered boundary | Question for the supplier |
|---|---|---|
| Bottle making, if requested | Molds, air/cooling auxiliaries and bottle transfer | Which items are included, what is buyer supplied and what evidence defines the connection? |
| Prepared water | Treatment/storage versus machine feed and final piping | Where does the supplier's scope start and who confirms the incoming water and connection requirements? |
| Filling and closure | Cap handling, format parts, infeed/outfeed and specified checks | Which accessories and formats belong to the quoted machine schedule? |
| Labeling | Applicable shrink or adhesive-system auxiliaries, coding and inspection | Which label route and separate auxiliary items does this price cover? |
| Packing | Grouping, tray/carton handling, closing, discharge and downstream handoff | What is the last completed function included in the price? |
| Documents and services | Test materials, documentation, spares, installation and training | Which deliverables are priced, optional or assigned to another party? |
Use two separate decisions for every potential gap
First record whether the item is required for this purchase, not required, or still undecided. Then record the scope state: included, optional, buyer supplied, excluded or unclear. Keep the reason and the supporting drawing or quotation reference. This prevents a generic checklist from expanding the order without a project need.
Where a required item is outside the supplier's price, name its providing party and the interface owner. Obtain the separate cost and schedule implications where relevant. Leave an unpriced required item visibly unresolved; a blank is not evidence of zero cost. This is a comparison method, not a current price estimate.
Example: a sleeve applicator appears without a utility boundary
Illustrative quotation situation only: the offer names a sleeve applicator and shows a shrink tunnel, but the accessory list and site-utility boundary are unclear. Request the exact sleeve route, supplied shrinking equipment, required services and the party providing each connection. The photograph alone does not close these questions.
The clarification may confirm that equipment is included, identify buyer-provided work or result in a separately priced option. Record the response against the offer revision. Do not automatically add a boiler, assume a utility specification or treat the example as a recommendation for your label material.
Copy a gap-clarification record
Close the gap before normalizing competing totals
Send a short clarification list with the relevant offer references. Ask for written responses and revised line items where the scope changes. Keep original and revised documents traceable, then use the quotation comparison page to evaluate offers on the same confirmed basis.
A coverage score or a checked box records your review; it does not verify a supplier claim. The useful outcome is a required equipment and responsibility boundary supported by documents, not the longest equipment list or the highest-looking checklist score.

Questions to close before purchase
Does every water bottling quote need a blow molder and water treatment system?
No. It depends on the bottle supply and prepared-water arrangements. Existing or buyer-supplied equipment may cover those functions, but the relevant requirements and interfaces still need confirmation.
Is an excluded item necessarily a hidden cost?
No. Determine whether it is required for the project and who provides it. A required unpriced item is an unresolved comparison gap; an unnecessary item should not be added just to complete a generic list.
Can a photograph confirm an accessory is included?
No. Request the itemized accessory schedule and its link to the offer revision. Images are category references, not a confirmed commercial supply boundary.
What should I request after finding a gap?
Ask for its requirement status, providing party, interface owner, evidence and any separate cost or schedule effect. Obtain the applicable revised quotation or drawing before treating the gap as closed.
What you should leave with
- A gap register tied to exact quotation rows and revisions.
- A required/not-required decision separate from the inclusion status.
- Named owners and clarification requests for unresolved scope.
