Responsibility control

Water Bottling Equipment Supplier Responsibility Matrix

Who supplies the equipment, who connects it and who confirms the handoff? Record these as separate responsibilities so that a named machine does not hide an unassigned interface.

What is a supplier responsibility matrix?

For a water bottling equipment purchase, it is a record of who provides each item, who performs or coordinates the related work, and what evidence confirms the handoff. It connects the equipment quotation to buyer-provided utilities, retained machines, drawings, tests and site activities.

Start with the actual requested package. Buying a filler does not automatically assign the product-water connection, bottle infeed, cap supply or discharge conveyor. Buying several machines does not automatically assign all integration work to one party. A matrix should make these boundaries visible without assuming that every project has the same supply split.

Separate supply, connection and confirmation

Responsibility rows to discuss with the proposed supplier
Deliverable or boundaryQuestion to answerEvidence to reference
Prepared water at the machineWho supplies treatment/storage, distribution and the final connection; at which boundary?Utility schedule and connection drawing
Empty-bottle transferWho supplies bottle making or bought-in bottle feeding and the transfer to the requested machine?Bottle route, interface drawing and module scope
Cap feed and closureWho supplies the agreed cap-handling accessories and confirms sample compatibility?Accessory list and cap/sample references
Labeling and finished packWho supplies each requested function and its auxiliaries, consumables and change parts?Label/pack schedule and itemized offer
Controls between machinesWho defines, supplies, implements and checks each agreed interface?Interface list and verification record
Testing and site handoffWho provides materials, utilities, personnel, records and approval at each agreed stage?FAT plan, readiness list and acceptance record

Use scope status and review status as different fields

Scope status answers whether an item is included, optional, buyer supplied, excluded or unresolved. Review status answers whether that statement has supporting evidence and whether the relevant parties have confirmed it. An item can be described as included in an offer while its connection details remain under review.

For shared work, divide the task into observable handoffs and name the coordinating party. For example, one party may provide connection requirements, another may install site distribution, and a third may verify readiness. Writing supplier and buyer in one undivided cell does not explain who must act next.

Example: replacing a packer while keeping the filler

Illustrative example only: a buyer retains its filling and labeling equipment and requests a new packing machine. The packer's offer should identify its own scope, but the purchase also needs decisions about the incoming bottle presentation, transfer, control signals, finished-pack discharge and the installation/testing boundary.

Use separate rows for supplier information, buyer site information, interface implementation and verification. Do not assign work by assumption just because a conveyor appears in a drawing. Confirm the agreed responsibility against the actual offer and drawing revision. This example is a boundary exercise, not an integration design or a claim of compatibility.

A copyable responsibility-row template

Create one row per item or handoff. Use organization or project-role names appropriate to your purchase; the placeholders below are not a preset allocation.

Keep the matrix aligned when the offer changes

When an item is removed, made optional or moved to buyer scope, review the connections it leaves behind. Update the quotation reference, drawing, utilities and affected test or site-service rows together. A price revision without an updated responsibility record can leave the same work apparently assigned to nobody.

Before the next project gate, review unresolved rows with the parties who actually perform and confirm the work. Link the resulting matrix to the technical baseline and installation handoff. The matrix records agreed duties; it does not by itself approve an unsafe connection, certify regulatory compliance or replace specialist technical review.

Questions to close before purchase

01

Does buying a complete equipment package make the supplier responsible for everything?

No. The actual offer must identify included equipment, auxiliaries, site work and service boundaries. Utilities, existing equipment and third-party connections still need explicit supplying, implementation and confirmation responsibilities.

02

Is buyer supplied the same as excluded?

No. Buyer supplied identifies a proposed providing party; excluded only says an item is outside that offer. Both still need the relevant boundary and confirmation, and an excluded item may otherwise remain unassigned.

03

How should a shared task be recorded?

Split it into identifiable deliverables or handoffs, name the coordinating party and record required inputs, due gates and closure evidence. Avoid using a shared label without a clear next-action owner.

04

When should the matrix be revised?

Review it whenever scope, format, drawings, utilities, retained equipment or service arrangements change. Keep the revised matrix linked to the applicable quotation and technical documents.

What you should leave with

  • A row for each deliverable and connection rather than a vague shared responsibility.
  • Explicit included, optional, buyer-supplied, excluded and unresolved scope states.
  • A confirmation owner, due gate and evidence reference for every important handoff.
